UNDERSHERIFF - ORANGE COUNTY
SHERIFF’S OFFICE
The work involves responsibility
for assisting the Orange County Sheriff with the overall administration of the
Sheriff's Department which consists of more than four hundred (400) employees
and a budget of approximately $58 million. The work is carried out with broad
latitude allowed for independent responsibility and judgment and involves
overseeing the Department's fiscal and all other operating affairs. Supervision
is exercised over the Department's managerial and senior supervisory law
enforcement, corrections, and clerical personnel. The work is performed under
the general supervision of the Sheriff. The Undersheriff acts for the Sheriff
in their absence. The position is appointed and the appointee serves at the
pleasure of the Sheriff.
MINIMUM QUALIFICATIONS:
The Candidate must:
(1) Possess fifteen (15) years
of law enforcement experience, that includes a minimum of five (5) years served
in an investigative capacity and a minimum of five (5) years in a supervisory
capacity serving as a commissioned officer within a law enforcement agency
and/or as an executive board member of a police labor union with a membership
of not less than one hundred (100) members.
(2) Currently possess a valid
New York State DCJS certification as a police officer and/or trooper and be
able to qualify with department issued weapon (currently Glock model 22, .40
cal).
(3) Currently possess a valid
New York State Driver’s license with no restrictions.
(4) Have successfully completed
a minimum of sixty (60) credit hours in a recognized institution of higher
education in the field of criminal justice, police science or a related field.
Bachelors or advanced degree is preferred.
(5) Have prior experience in
creating, analyzing and operating a budget not less than $750,000. Extensive
experience in the budgeting process is preferred.
(6) Have prior experience in
collective bargaining, including dispute resolution processes, within New York
State. Extensive experience in the labor/management forum regarding
negotiations, discipline process, internal investigation and employee rights is
preferred.
(7) Have prior experience with
inter-department government relations. Experience in large governments is
preferred.
(8) Have prior experience appearing,
testifying and otherwise interacting with legislative committees and/or
legislative leadership.
(9) Have the ability to express
ideas, policies and other matters professionally in the written and verbal
form, including basic computer, e-mail and internet experience.
(10) Successfully pass a police
background investigation that includes a drug screen.
Salary range: $80,960.12 –
$121,440.18 per year

We are curious as to whom the applicants would be?
Who is on the selection committee and has final word on hiring?
Please note that this position is advertised every year and
has been for the 10 or so years the position has been held by the current
Undersheriff, because of his "211 Waiver", which enables him to fill
this position AND collect his pension.
The position is written pretty much so that ole Kenny is the only person eligible. This way his actual salary is $161,000+ a year. Take home car and lots of other perks. Not too bad for OC and never being a boss before! Then to top it off, he hired his girlfriend as a firearms instructor.
ReplyDeleteThey want an "assistant" undersheriff too, that reports to KT or under as he likes to be called, but the assistant has fewer requirements. If not already, it will likely be filled by a flunky, his lady friend, or someone else in his web.
ReplyDeleteSounds like Col. Jim Odonnell, NYSP or Ret. Acting Supt. NYS Police John Melville, would be a good fit for acting Under Sheriff or Sheriff.

ReplyDeleteMakes sense except Jimmy will not get the job if he is not friends with Kenny and John is the head of homeland security for the State already so not likely to be interested in the OC job. The "assistant undersherff job" will likely go to a stooge or political hack and the "undersheriff" will amazingly go to Kenny because they will be unable to find a qualified non retiree interested in the $141k position. Kenny will get to keep his $45k pension too. Carl does pretty good too getting his full salary AND full pension and yet he wants a raise.

ReplyDeleteCarl gets a state pension since retiring from Middletown AND receives a full salary as Sheriff, so yes, he is a double dipper and had been for more than 15 years. OC is loaded with them, mostly political appointees.

ReplyDeleteAre there triple dippers as well--those getting military pensions, government pensions and still earning full time salaries? Don't begrudge people in the military but getting a pension and still working full time when school budgets and other expenditures are being cut sure does seem excessive.
DuBois, Jones, Decker, Koury, Cherry, Fogg & quite a few investigators working for Hoover, at minimum, collect full pensions and full County salaries. Maybe they should freeze their pensions & rejoin the retirement system or simply retire to make the position available to people that need a job & do not collect high pensions. These County funded positions are all high paying and just who gets them?
