That's funny Auntie, I believe this was a sealed bid. If that was the case how does Falkirk submit a sealed bid of 10 per cent of operating profit( which doesn't meet the minimum bid of 10 per cent of gross sales) and on final submission of bids wind up with 12 per cent of gross sales. BIG questions are
1 Who changed the original Falkirk bid after it was submitted as a sealed bid?
2 Were any of the other applicants offered the same opportunity?
3 Were any of the other applicants donors to the County Executives campaign?
