    DPW Comissioner Chris Viebrock and director of construction Tony Capazella submitted resignations effective September 19... coincidence ahead of possible upcoming government center fiasco? Probably not... there are coincidences in O.C. politics

    Coincidence? No, there is coercion in OC politics. Hope they are vested.
