The County’s KJ Conundrum: Well Wishing and the Whistle Stop
Dear Nieces and Nephews
Are you surprised? Later in the day yesterday, the THR
reported that the DEC “approved” the Mountainville Well as a water source for
the village of Kiryas Joel. (Thank you, Mr. McKenna for keeping up on this
issue, Well done!) This is the same DEC that appointed the polluters of
KJ as lead agency on the 507-acre/164-acre
annexation.
But, why not? Why would the Department of ENVIRONMENTAL Conservation

If you recall, the NYC
DEP (in charge of the Catskill Aqueduct) requires
the Village of Kiryas Joel to have a back-up water supply that will fully provide
water to the village for the times when the aqueduct is closed
(scheduled to happen frequently). The interesting thing is the NYS DEC, also
requires, in their permit, a back-up for the Mountainville well. Do you see where
this is going?
The Mountainville Well is the “back-up supply” for the
pipeline and would you like to bet the village will use the pipeline as a
back-up supply for the Mountainville Well? Ta da! Orange County’s very own
Catch 22!!!
What a conundrum!
And then we have the disappearing well. In the DEC permit
there is not one mention of the already approved
Woodbury Well which is almost adjacent to this “Mountainville Well”,
which will most certainly have an effect on the Woodbury water source.
But the people in Woodbury don’t vote in a “block” so
they don’t deserve water.
There are varying conditions in the permit that are
basically self-monitoring, since the DEC does not have strong enforcement
capabilities, due to not only the lack of appropriate personnel but also due to
the lack of such capabilities in the State Law.
We all know the Village of Kiryas Joel’s compliance with
the law is just stellar!!! So no need to worry!!!
And the County Government is in the fight against
annexation and the pipeline, of which this well issue is just a part.

BUT: here comes another conundrum!
"THE WHISTLE STOP” or Whistle-blowers Not Welcome.
On the one hand the county is apparently “fighting the
village” and their unlawful ways but on the other hand we have a violation of
the law on the part of the Satmar Village of Kiryas Joel where the
documentation was dumped right in the County’s lap and they do not seem prepared to use it.
Nicole Latreille, a
Medicaid examiner in the Department of Social Services, charges that county
officials docked her a month's pay, moved her to the Valley View Center for
Nursing Care and Rehabilitation and passed her over for promotion to special
investigator for the social services office. The complaint, filed last week in
U.S. District Court in White Plains, indicates the administration learned of
Latreille's contact with the FBI in January and began disciplinary proceedings
in April. Social Services Commissioner Darcie Miller and Human Resources
Commssioner Steve Gross are named as defendants.
Latreille's
attorney, Michael Sussman, said Tuesday that the county has given her a
"diminished workload," comparing her transfer to New York City's
sidelining of teachers in a "rubber room" while they await
disciplinary action. He also said that his client discovered
"pervasive" acts of fraud, and that the county soon charged some of
the very suspects that Latreille had identified as part of a welfare fraud
sweep.
JUSTIN SAID: “only
authorized personnel are permitted use of certain databases containing
sensitive and confidential information.”
Maybe Ms. Latreille, a Medicaid
Examiner is not authorized to access a Medicaid Database, as unbelievable as
that sounds. But someone in the
County Government is authorized. Are
they using the documentation, Justin? Is the DA’s office
or maybe the County Executive leading the charge?
JUSTIN SAID: “…while
populist, are not legally tenable and in fact may have compromised ongoing
investigations.”
The only way the we know of ongoing investigations is
because you just told us in your press release.
Loose lips sink ships, Justin, so who is compromising the
investigations, You or Nicole Latreille? Do you need an editorial board as you
did when you were with the THR? This is not the sports pages, this is real
life.
Also why are YOU speaking for the FBI? Are you the
authorized/unauthorized spokesperson for the FBI? Did you witness the
shredding? Does Felipe Orengo, the SSRA for the Newburgh office of the FBI know?
Who provided the documentation to the FBI? Was it Nicole,
without the knowledge and/or authorization of her supervisor? If it was Nicole,
then to WHOM did Nicole give this information at the FBI? Did she get a receipt?
Nicole may have worked "outside the scope of her work responsibilities," (Justin
again) but we find it difficult to believe that her supervisor did not know of
her in-depth investigation which must have been conducted over a period of time.
Justin would have us believe that Nicole did work on this
without the knowledge of her supervisor and provided the volumes of
documentation to the FBI All on her own. Unlikely.
Nicole, the scapegoat
Think about it: An employee uncovers large scale Welfare
(and mortgage) fraud to the tune of $40 MILLION (http://hudsonvalley.news12.com/news/employee-sues-orange-county-over-disciplining-after-she-reported-alleged-welfare-fraud-1.10882930)
and the county spokesperson Justin Rodriquez states that the FBI will not use
the info and apparently the County won’t either.
And then the person who discovers the S40 MILLION fraud gets
punished. Hmmmn…
Preet Bharara was at the opening of the FBI office in
June.
Maybe it’s time for another visit, Mr. US Attorney.

This and other matters need to be discussed until conclusion. Fraud, Dubaldi, dictatorships, nepotism need an airing out.
The Dubaldi thing has gone really quiet and this will too! Thanks Auntie for keeping this things alive when the County would like them to fade away!!! I remember when Auntie published the two faced politician picture, it still applies.
I heard from a former Orange County employee(recently retired) that Dubaldi I still reporting to work. This report was as recent as last week. Has Auntie checked this out? Thanks Auntie and the Team for keeping this on our radar!!!
When is this Orange Co. Administration past an present going to be held accountable for their action an possible corrupt actons. Who fooling who here keeping Debaldi in his active job. Why Neuhaus and his REPUBLICAN friends are tied to DUBALDI, like conjoined twins an Dubaldi Can reveal all their dirty secrets going back to their WILD & WILLY young Republican conventions to the present day . Put Dubaldi in a GRAND JURY an let him SING.
Like the Dubaldi problem, Steve wants this mountainville well to go away too.
He has much to account for. And this KJ issus is only going to get worse and worse if he does nothing now.

numerous major crimes are exposed by the everyday citizens. even by some in big industry who go outside of their official job description to expose illegal activity that could harm or kill innocent people. remember when we were told 'if you see something; say something.'
and remember the low level pharmaceutical manufacturing employee who discovered the company was doing something wrong that could harm patients, tried to report the crime up the management chain and was ignored and not believed. well, the feds eventually got involved - the company was fined ~$750 million - and the 'whistleblower' received ~$90 million in reward money from the feds.
auntie brings up a good observation about the county spokesman making a public statement out the fbi and the fact they shredded the documents in question. much of what we know so far are signs of government operatives who appear to have a lack of common sense and experience.
and if the documents were really shredded like the county spokesman says they are then what stops the fbi from starting their own investigation?
I remember when the fbi located a new office in Goshen. the news report at that time stated one of its purposes was to investigate corruption in government.
imho the office was located too close to government operatives and operations.
