The Letter continues with a cursory glance at each bidder; their commitment to issues such as quality of care, capital investment and employee retention. The quality of care rankings are not a complete ranking of all of the homes listed by each group. The letter does state “This summary is not ranked or ordered.” And this letter by no means provides a good HARD look at each of the bidders. IF the legislators rely solely on this letter from the LDC Chair, Attorney Paul Ernenwein, as the source of information in their decision making process, then they do a disservice to us, themselves, the county and, most importantly, the residents of Valley View!!!

AND when this comes to a vote, each one of you legislators better have answers to our questions about quality of care (and why you would vote to sell in the first place) because Auntie is calling on ALL of her Dear Nieces and Nephews to go to the DOH website and look up the reports on these Groups and the Homes that they own/operate! Dear Nipoti, divide the labor, delegate, share the  work, Auntie has started it for you by doing the first four of the eight! Post your results! Let's connect the dots! When you click on the name of the facility, Orange County and Rockland County are listed as the operators.

Wait a minute!!! ? Why would Valley View be on a list generated by the query "Zenith Care Health Group" and one for "Centers for Specialty Care"?? And why would Summit Park be on a list generated by the query "Zenith Care Health Group", "Centers for Specialty Care" AND "Summit Park Acquisition Group"?
What gives? Would you please explain, Mr. LDC Chair?

Now these are just the first four of the eight bidders and Auntie Alibi’s cursory glance. Take a look at what Mr. Ernenwein produced for the legislators and the LDC board (This is the work product of an attorney? Seems more like one of Dain’s summations.) Please note that other than mentioning this information is provided by the bidders, there are NO proof sources cited. So, did they rank themselves? Did their friends rank them? Did Mr. Paul Ernenwein? So much left unsaid…

EXCERPT FROM LDC LETTER AGAIN: (Red is ours)

Upstate Services Group

Quality of Care: Provided the Star Rating and Deficiency History for all 15 Properties they own/operate. Quality Star Ratings  Average: 3.2     Deficiency History: They provide the number of tags by facility, but nothing provided about the type or severity of the Deficiency or the Tag Violation. 

Capital Improvements & Expansion of Services:  Offering $3,000,000 Capital Improvement Commitment to Facility.   USG has added Assisted Living to existing operations following a transactions.

Employee Retention:  Offering all current employees the opportunity to submit employment applications.  Current employees will then be given preference to be retained as USG needs employees to carry out service.  New employees will be made aware of salary and benefits prior to being employed so they can make an informed decision.  In 3 of their 15 previous acquisitions they retained over 95% of all employees, including the Onondaga transaction.

Zenith Care Health Group

Quality of Care:  ZHC has only owned their portfolio for a brief period of time, so they provide their Quality Star Ratings for their operational period as well as survey results.  For their longest operating asset, the most recent Medicare.gov Star Rating for Quality Measures or Survey Results. Quality Star Ratings Average: 4* (it takes as much as three years to get a higher star rating if it was run poorly for a previous operator).  Deficiency History: No IJ Tags.

Capital Improvements & Expansion of Services: Offering $2,000,000 Capital Improvement Commitment to Facility with plans to expand services.

Employee Retention:  ZHC expressed their intention to retain as many as employees as possible with Seniority maintained,.  Positions would be offered to all or substantially all of the current employees.  Rates of pay will be comparable to proprietary facilities in the region with CBAs.  For Livingston Hills, which is a New York-based they recently acquired, they retained 100% of the employees at their current salary and seniority levels.

Sympaticare

Quality of Care:  Provided Quality Measure Star Ratings for all 7 Facilities they own: Quality Star Ratings Avg: 4.5 Deficiency History: Several Life Safety and Health deficiencies for each facility.  Severity is not listed, but has been requested.  (7 facilities owned? Not according to the DOH, a source would be appreciated –Auntie Alibi)

Capital Improvements & Expansion of Services: Offering $2,000,000 (minimum) Capital Improvement Commitment to Facility.  Offering to establish Transitional Care and Other Forms of Post-Acute Care.

Employee Retention:  Upon Completion of Application, background check and review of personnel file for good standing, existing and new employees would be interviewed and retained for future employment.  Would offer a wage and benefit plans through a fresh CBA.  Have retained all of the employees following acquisitions in the past. 

Centers for Specialty Care Group

Quality of Care: Quality Star Ratings Average: 4 .2.  Deficiency History: Provided.  Tag Severity over a G in 2014, 2013 and 2012 respectively: 1, 5, 6

Capital Improvements & Expansion of Services:  Offering Capital Improvement to Facility depending on determination of need.  States that they will explore options as it pertains to expansion of services.

Employee Retention:  Reference the last three county facilities the purchased in the last 3 months, and said that they only laid off only 4 people.  They identify that may not be the case at Valley View, but without truly understanding the needs at the Facility they cannot provide a hard number.  They hope that their past actions serve as a strong indicator.

If anyone ever needed an Alibi, in our opinion,  it is this LDC Chair, the OC Legislature and the OC Executive.

And maybe, just maybe, some of these bidders.

Read these reviews very carefully. This is only the tip of the iceberg on some of the opinions by the staff who work or were employed by this conglomerate who was/is the preferred buyer by OCL Michael Amo and former CE Edw. Diana. I can only imagine what the reviews are like from the family members who reside within.
